The Mayor of Toronto made a speech at the "Seniors Living in Diversity" Celebration held at Nathan Phillips Square at City Hall. He must have been thinking of new taxes and regulations that he wanted to create because he looked a little distracted before the speech. Once he got in front of the microphones his determination returned and the address began.
